Les évolutions en matière de pilotage par la performance publique locale au niveau européen : des logiques à la fois descendantes et ascendantes à harmoniser

Abstract

Dans un contexte de crise globale, les collectivités locales européennes ont depuis près de trente ans profondément modifié leur modes et logiques de fonctionnement. Afin de réduire l'effet de ciseau créé par la diminution de leurs ressources et l'augmentation de la demande sociale, des dispositifs de pilotage de la performance se sont développés dans une logique plus ou moins inspirée du mouvement du New Public Management. Fonction de la culture administrative du pays, ces initiatives ont pu soit être imposées par le gouvernement central soit découler de la libre volonté des collectivités. Nous mettons en perspective le modèle promu par le Conseil de l'Europe avec les pratiques rencontrées dans différents pays européens en vue d'apprécier le degré de cohérence entre ces démarches.
