L'émergence d'une logique évaluative dans la gestion publique: le cas des organisations communales

Abstract

The traditional concept of public management has been in a state of crisis for a while. A new approach to the management of public services appears with evaluation practices. The present research aims at identifying the development of evaluation of organizations and public policies thanks to an empirical study in 91 towns. The analysis shows that evaluation is more conceived as a rationalization of the system of public decision?making than as a need to improve the citizens' relationship with the public sphere.
