Estructura y crecimiento departamental Una lectura tipo Shift-Share

Abstract

This paper analyzes the economic growth of the departments of Colombiain the period 1975-2000 and in the subperiods 1975-1990 and 1990-2000,emphasizing the impact of the estructure of production on observedperformance. For this purpose, various specifications of the Shift-Sharemethodology are used. Additionally, production is disaggregated into 14sectors, with two regional specifications, given the sui generis characteristicsof the New Departments and of La Guajira department, and alsothe observed integration of Bogotá and its surrounding department,Cundinamarca. A main conclusion is that agricultural and industrial specialization is not dynamic, but its process of specialization is dynamic.On the other hand, specializations in mining and certain types of servicse,especially government services, are clearly winners when taking intoaccount its growth performance, though the evidence on endogenouslocal effects is less clear.Este trabajo examina el crecimiento económico departamental en Colombiadurante el periodo 1975-2000 y los subperiodos 1975-1990 y1990-2000, haciendo énfasis en el impacto que la estructura productivatiene sobre los diferentes desempenos observados. Al efecto se utilizanespecificaciones de la metodología Shift-Share. Además, se emplea unadesagregación de la producción a 14 sectores y dos especificacionesregionales, en atención a las características sui generis de los NuevosDepartamentos y La Guajira, así como al carácter integrado de Bogotá yCundinamarca. Una de las conclusiones principales es que las especializacionesagropecuaria e industrial no son dinámicas, pero sus procesos deespecialización sí lo son. Por otra parte, las especializaciones en minería yen ciertos tipos de servicios, especialmente de gobierno, son claramenteganadoras en términos de su aportación al crecimiento, aunque la evidenciaen favor de efectos endógenos locales es menos clara.
