Recomendaciones para mejorar la representación política y disminuir los incentivos al abuso del poder político

Abstract

Colombia, como muchos de los países en vía de desarrollo, tiene una alta tasa de percepción de corrupción. Las causas de la corrupción son multicausales, sobre las cuales este libro y otros documentos discuten. Gran parte del esfuerzo desde la ciencia política para explicar estas variaciones entre países con diversos niveles de desarrollo se ha centrado en observar la relación que existe entre cierto tipo de disenos institucionales y los incentivos de los representantes electos para desviar o apropiarse de los recursos públicos (Treisman, 2007). En general, esta literatura tiene un sesgo normativo democrático, considerando a la democracia como aquel régimen político que ofrece mayores garantías para disminuir los incentivos para que exista corrupción. La existencia de competencia política genera el contexto idóneo para que la élite política monitoree la provisión de servicios de tal forma que, si hay inconformidad, existan cambios en la estructura de poder donde las alternativas ofrezcan una mejor provisión de los bienes públicos.
