La codifica di settore in WHIP. Problemi correnti e studio di un algoritmo di ricostruzione della codifica Ateco 2002

Abstract

Negli archivi amministrativi dell’INPS, e in particolare nei dati dell’Osservatorio delle Imprese, il settore di attività economica è identificato in base a diverse classificazioni. I dati più recenti riportano la codifica Ateco 2002, validata dall’ISTAT nell’ambito del progetto ASIA e pienamente coerente con gli standard internazionali. Per i dati precedenti al 1997, invece, non è a disposizione una codifica altrettanto soddisfacente: sono presenti il Codice Statistico Contributivo (CSC), molto dettagliato ma poco confrontabile con gli standard internazionali; l’Ateco 81, maggiormente confrontabile, ma datato e con minor dettaglio. Per ovviare almeno al problema della confrontabilità internazionale, nella banca dati WHIP le codifiche originali dell’INPS son state trascodificate nella classificazione Ateco 91, fermandosi però alle sottosezioni (codifica a due lettere). L’obiettivo del presente studio è duplice. Il primo è quello di utilizzare la nuova codifica Ateco 2002 negli anni di compresenza delle classificazioni come benchmark per validare gli algoritmi correntemente utilizzati per la costruzione della codifica Ateco 91. Il secondo è quello di proporre un nuovo algoritmo di ricostruzione di una codifica settoriale unica che superi i limiti evidenziati da quello attualmente utilizzato in WHIP.
