Public sector employment: North-South differences in its composition and selection

Abstract

The paper provides an analysis of the size and composition of the public sector workforce in Italy in a comparative perspective between different areas of the country. The result is a multifaceted picture in which staffing in some sectors - for example the national health service - would be higher in the North than in the South, while in other sectors - for example education - the South would have an advantage. On a qualitative level, however, the public sector in the North seems to be able to count on workers who are generally younger and more educated than those in the South. These differences only partially reflect the overall composition of the local workforce, while they also highlight a greater difficulty in renewing the public workforce in the South by hiring new resources, as well as a lesser ability to select the most qualified candidates.
