Evaluando el Impacto de Subsidios Escolares en Bolivia: Una Aproximación No-Paramétrica Reducida

Abstract

Este documento evalúa el impacto del programa de subsidio escolar en Bolivia, Bono Juancito Pinto (BJP), sobre la asistencia escolar. El BJP es una transferencia monetaria relativamente pequeña (menos de 30 dólares por niño al año) condicionada a estar matriculado en una escuela pública y asistir regularmente a clases. Como no existen alternativas factibles de un grupo de control, utilizamos simples modelos de comportamiento para entender la decisión de escuela-trabajo y derivamos contrafactuales de interés. La estimación es conducida utilizando estimadores de regresiones de Kernel bidimensionales. Los resultados sugieren que el BJP ha sido exitoso en aumentar la asistencia escolar solo para niños más jóvenes – 6 a 8 años de edad, y particularmente a niñas. La conclusión es que el BJP ha motivado solamente la matriculación de los niños a una edad adecuada pero no ha dado incentivos adicionales para asistir a aquellos que ya se matricularon alguna vez.
