Mesures De Politique Agricole Et Competitivite Interne De L’Agriculture Au Benin

Abstract

Le présent papier pose la problématique de l’impact des politiques commerciales agricoles sur la compétitivité interne de l’agriculture dans le contexte d’un petit pays (un price taker») qui produit trois catégories de biens agricoles : les exportables, les importables et les non échangeables. Pour atteindre cet objectif, un modèle d’équilibre général à trois biens inspiré de Dornbusch (1974) et Sjaastad (1980) est utilisé. Le modèle calcule un paramètre « omega » qui permet de capter l’impact des différentes politiques. Il ressort des résultats premièrement qu’il existe une très forte substitualité dans la demande et dans l’offre des trois catégories de biens agricoles ; deuxièmement que les biens agricoles importables bénéficient plus d’incitations positives comparativement aux biens exportables et non échangeables ; troisièmement que la compétitivité interne du secteur agricole béninois est moins meilleure en situation de libre échange qu’en présence de l’intervention étatique.
