Volks- und regionalwirtschaftliche Bedeutung von Verkehrsinfrastruktur. Schwerpunkt niederrangiges Straßennetz

Abstract

Die potentielle Ausweitung der Lkw-Maut auf das niederrangige Straßennetz wird im Rahmen einer nachhaltigen Finanzierung des Erhalts der Landes- und Gemeindestraßen in Österreich diskutiert. Die öffentlichen Erhaltungsinvestitionen sind seit Jahren knapp, obwohl die volks- und regionalwirtschaftliche sowie soziale Bedeutung von qualitativ hochwertiger Verkehrsinfrastruktur unbestritten ist. Von den Landes- und Gemeindestraßen gehen etwa wichtige Netzeffekte aus, und sie erfüllen darüber hinaus unerlässliche Funktionen im Rahmen der regionalen Grundversorgung mit Mobilität. Die Diskussion um eine ausreichende Finanzierung des Erhalts von derzeit nicht bemauteten Straßen hat nicht nur Österreich, sondern auch andere Länder Europas erfasst. Der Blick auf international diskutierte Lösungsansätze stellt den aktuellen fachlichen und politischen Austausch zur Ausweitung der Maut in Österreich in eine interessante Perspektive. Eine Befragung der Landesstraßenverwaltungen ergab aufschlussreiche Einschätzungen der Verwaltungsexperten zu den potentiellen Folgen des Investitionsrückstandes im Bereich der Straßenerhaltung. Als mögliche negative Wirkungen wurden insbesondere eine Verschlechterung der Verkehrssicherheit und eine Zunahme der Folgekosten für die Straßenerhalter genannt.
