Soziale Sicherungssysteme und Arbeitsmarktperformanz in der EU. Vertiefende Analyse

Abstract

Die offiziell ausgewiesene Arbeitslosenquote gibt nur bedingt Aufschluss über den gesamten Umfang der Nicht-Erwerbstätigkeit bzw. des nicht ausgeschöpften Erwerbspotentials. Eine ganzheitliche Analyse der Arbeitsmarktperformanz beruht hingegen auf drei Indikatoren: der Erwerbstätigenquote, der Arbeitslosenquote und der Erwerbsinaktivitätsquote. Im Zentrum der vorliegenden Studie stehen die Bedeutung unterschiedlicher Gründe für die Erwerbsinaktivität in neun europäischen Ländern (Belgien, Dänemark, Deutschland, Finnland, Großbritannien, Niederlande, Österreich, Schweden und Slowenien) sowie der Einfluss sozialer Sicherungssysteme auf die Größe und Zusammensetzung der Nichterwerbstätigkeit. Dabei zeigt sich eine große Spannweite zum einen in den Erwerbsinaktivitätsquoten der Länder und zum anderen im nationalen Stellenwert der Gründe für Erwerbsinaktivität. Sie spiegelt die Unterschiedlichkeit der zugrundeliegenden Sozialsysteme wider.
