Wohnbau und Wohnhaussanierung als Konjunkturmotor

Abstract

Von der Entwicklung des Wohnbaus kann ein stabilisierender Einfluss auf das Bruttoinlandsprodukt ausgehen. Zudem übt das Fördersystem in Österreich eine nachfragesteuernde Wirkung aus. Um den Wohnungsbedarf decken zu können, sollte die Wohnbauförderung durch neue Förderprogramme als Lenkungsinstrument mittelfristig einen neuen Stellenwert erhalten. Dabei ist verstärkt auf die Bereitstellung von sozialem Wohnraum zu achten. Darüber hinaus wären Innovationen im Bereich der Wohninfrastruktur und im Bereich der wohnungsbezogenen Dienstleistungen anzustreben. Eine zentrale Rolle wird eine geeignete Reaktion auf die Alterung der Gesellschaft spielen – etwa in Bezug auf eine Anpassung der Wohnbauförderungsprogramme für Ältere oder auf eine Forcierung von barrierefreiem Bauen (wie sie auch im Regierungsprogramm vorgesehen ist) – und auf die ökologischen Herausforderungen.
