Auswirkungen von Straßenbauinvestitionen auf Wachstum und Beschäftigung

Abstract

Das WIFO untersucht mit Hilfe seines Makromodells und seines Modells PROMETEUS die Wirkungen der Investitionen der ASFINAG auf gesamtwirtschaftliche Größen. Der Investitionsplan sieht für die Jahre 2006 bis 2010 Ausgaben von etwa 1,4 Mrd. € vor (0,5% des BIP). Als Folge dieser Investitionen erhöht sich das BIP um bis zu 0,8%, der Multiplikator liegt bei 1,3. Neben der Bauwirtschaft profitieren auch die Bereiche Handel und Verkehr sowie einige andere Dienstleistungsbranchen. Die Zahl der Beschäftigten steigt mittelfristig um etwa 13.000 (+0,4%). Der Finanzierungssaldo des Staates verbessert sich um etwa 0,2% des BIP; allerdings wird dabei unterstellt, dass die Ausgaben vom privaten Sektor getragen werden und keine Steuern oder Gebühren erhöht werden.
