Ökonomische Analyse von schadensmindernden Maßnahmen im Hochwasserschutz

Abstract

Hochwasserereignisse sind unvermeidlich, die Gefahrenpotentiale können jedoch verringert und die Konsequenzen können gemildert werden. Zur Vorbeugung eignen sich eine Anpassung der Flächennutzung (z. B. Bauverbot in roten Zonen), abflussmindernde Bodennutzung (z. B. biologische Landwirtschaft), Bauvorsorgemaßnahmen und Warnsysteme. Wenn Schäden nicht verhindert werden können, lassen sich die wirtschaftlichen Konsequenzen für die Betroffenen dennoch mildern. Die umfassende Untersuchung dieser Maßnahmen in Österreich deckte mehrere Defizite auf. So fehlen etwa Informationen über das Ausmaß der Gefährdung und die Entwicklung von Schäden aus ökonomischer Sicht. Die Vorschläge zur Beseitigung dieser Mängel beziehen sich auf den öffentlich finanzierten Schutzwasserbau, die Funktionsweise des Katastrophenfonds, die Einbindung privater Versicherungsunternehmen und die Raumordnung.
