Hochwasserschutzmaßnahmen und Schadensabdeckung in Österreich aus ökonomischer Sicht

Abstract

In Österreich beteiligt sich der Staat in zweierlei Hinsicht an der Minderung von Schäden durch Hochwasser und andere Elementarereignisse: Maßnahmen zum vorbeugenden Schutz gegen Hochwässer werden in hohem Umfang staatlich gefördert, und Betroffene können auf substantielle öffentliche Unterstützung zählen. Das Ausmaß der Konsequenzen von Hochwasserereignissen wird stark vom Verhalten der Bevölkerung in gefährdeten Zonen und vom Gesetzesvollzug lokaler Behörden beeinflusst. Eine ungünstige Informationslage trägt in Österreich dazu bei, dass schadensmindernde Maßnahmen nicht im optimalen Umfang gesetzt werden.
