Lohnpolitik im Spannungsfeld außenwirtschaftlicher Ungleichgewichte und volatiler Konjunktur

Abstract

Seit Mitte der 1990er Jahre verfolgen die Tarifparteien in Deutschland überwiegend eine moderate Lohnpolitik. Diese hat die Lohnstückkostenposition verbessert und die internationale Wettbewerbsfähigkeit gesteigert. Gleichzeitig unterstützte die Lohnpolitik im Zusammenspiel mit den Arbeitsmarktreformen der Jahre 2003 bis 2005 den Beschäftigungsaufbau der letzten Jahre. Die Sicherung gut bezahlter Industriearbeitsplätze und eine hohe Beschäftigungsdynamik sorgten für eine Belebung der privaten Konsumnachfrage. Der Konsum wurde in einer Phase wachsender Konjunkturausschläge zu einer Stütze der wirtschaftlichen Entwicklung. Damit zahlte sich die langfristig durchgehaltene lohnpolitische Orientierung am gesamtwirtschaftlichen Produktivitätszuwachs aus. Eine expansive Lohnpolitik zum Abbau außenwirtschaftlicher Ungleichgewichte würde die Investitionsbereitschaft hierzulande dämpfen, ohne die strukturellen Probleme der Defizitländer zu lösen.
