Abstract

The main aim of this study is to analyse the issues surrounding information and communication technology (ICT) penetration and growth based on the 13 measurable factors of the technology, organisation and environment framework. Furthermore, to investigate the most common technology and sector where ICT is most prevalent, 38 articles were selected for this study sample size. Systematic literature review and descriptive statistics were employed as methods of data analysis and presentation using tables and charts. According to the study's findings, top management support, competitive pressure, security and privacy and relative advantage backing were all cited as key challenges, respectively. Furthermore, the most popular ICT industry used by small and medium‐sized enterprises is cloud computing. The government should encourage huge investment in ICT.
