Abstract

Die Wirkung der verkehrspolitischen Markteingriffe und die Höhe der staatlichen Einnahmen bzw. Ausgaben im Zuge der Eingriffe hängen von der Stärke der Reaktionen der Marktteilnehmer ab. Abgabenerhöhungen bewirken bei unelastischer Nachfrage wohl höhere Einnahmen für den Fiskus, die angestrebte Dämpfung der belasteten Verkehrsleistungen wird aber kaum erreicht. Um die durch Abgaben und Subventionen angestrebte Verlagerung des Verkehrs von der Straße auf die "umweltfreundlichere" Schiene zu erreichen, hätte demnach eine Verbilligung des Güterverkehrs auf der Bahn größere Wirkungen als Preisstützungen im öffentlichen Personenverkehr. Abgaben auf Kraftstoffe haben kurzfristig vornehmlich eine günstige fiskalische Wirkung, längerfristig fördern sie technologische Innovationen für Antriebe mit geringerem Kraftstoffverbrauch.
