Kesan Perlanjutan Pendidikan ke Atas Perkembangan Kerjaya

Abstract

Objektif kajian ini adalah untuk melihat kesan pendidikan tinggi lanjutan terhadap tempoh kenaikan pangkat seseorang pegawai kerajaan. Secara spesifiknya kertas ini cuba memeriksa purata tempoh kenaikan pangkat pegawai yang tamat program Hadiah Latihan Persekutuan (HLP) berbanding dengan pegawai yang tidak mengikuti program HLP. Kertas ini juga mengenalpasti fenomena ketidaksepadanan pendidikan lanjutan di kalangan pegawai yang mengikuti program ini. Kajian ini menggunakan data dari Jabatan Perkhidmatan Awam Malaysia merangkumi 586 orang Pegawai Tadbir & Diplomatik gred M54. Kajian ini menggunakan Model Mincer (1974) bagi menjawab objektif kajian. Didapati, mereka yang mengikuti program HLP mengalami purata tempoh kenaikan pangkat yang lebih cepat berbanding dengan pegawai yang tidak mengikuti program HLP. Namun, tiada perbezaan tempoh kenaikan pangkat yang ketara di antara pemegang ijazah Sarjana dan Kedoktoran di kalanganegawai yang menyertai program HLP. Hasil analisis juga menunjukkan wujudnya fenomena ketidaksepanan pendidikan lanjutan dimana pegawai yang telah menamatkan program HLP telah melaksanakan bidang tugas yang tidak sesuai dengan bidang ijazah lanjutan yang diambil.
