Zur Bereitstellung amtlicher Mikrodaten für die Wissenschaft aus sozialwissenschaftlicher Perspektive

Abstract

In this article, we describe the current state of access to microdata from official statistics for scientists in Germany both with regard to legal aspects and their application by the statistical offices. We focus on microdata in the areas of economic and social statistics. Our aim is to evaluate the scope of data access against the recommendations of the "Commission to improve the informational infrastructure by cooperation of the scientific community and official statistics" in 2001. Obstacles to data access for scientists are in many cases not due to legal restrictions. Exceptions of restrictions due to the German Federal Statistics Law (Bundesstatistikgesetz) are the application of total anonymization procedures for results from analyses of formally anonymized microdata and the prohibition to provide scientific use files to scientists based outside Germany. We develop suggestions for further improvement of data access and potentialS for secondary data analyses of microdata from official statistics. Copyright Springer-Verlag Berlin Heidelberg 2014
