Abstract

The public services being given by the state, has been the major principle behind the founding and structural establishment of Nation-State of Turkey. This structure has been modified by the neo-liberal policies that were applied along with the process of globalization since the 1980’s. Privatization was used as the main tool for this modification. Global organizations and their extensions being the international/multinational/supernational giant corporations and their local partners have taken their role with privatization. Therefore, the municipalities have been involved in and bolted with globalization process at the national economy scale as much as the local level.
