Заключение Контрактов На Предоставление Муниципальных Услуг В Чехии И Словакии: Что Изменилось За Последние 20 Лет?

Abstract

Заключение контрактов на предоставление государственных услуг - один из наиболее часто используемых альтернативных подходов к предоставлению услуг в государственном секторе. Современная литература не поддерживает неолиберальную идею о позитивном отношении влияния контрактов на эффективность муниципальных услуг, предоставляемых частным образом. Цель статьи - оценить эффективность предоставления муниципальных услуг на базе контрактов путем анализа данных, собранных авторами в течении 20 лет в двух странах - Чехии и Словакии. Определены три основных исследовательских вопроса: какова доля муниципальных услуг, предоставляемых на контрактной основе? Насколько эффективны муниципальные услуги по контрактам в сравнении с оказанием их государством? Какие основные факторы определяют эффективность заключения контрактов на оказание муниципальных услуг? Что касается первого вопроса, то данные, полученные за 20 лет, свидетельству ют о том, что, в отличие от западноевропейских стран, в условиях обследованных стран в сфере услуг доминируют контракты. В отношении второго вопроса полученные данные показали, что использование внешних поставщиков позволяет добиться в среднем незначительной экономии, которая, однако, может быть большей. Отвечая на третий вопрос, мы обнаружили, что потенциальное повышение эффективности за счет заключения контрактов однозначно ограничивается низким уровнем управления контрактами.
