Capitalisme politique et développement dépendant en Asie du Sud-Est

Abstract

Les États « très en retard » de développement se caractérisent par de nombreuses dépendances : la forme autoritaire de la domination politique sous l’autorité des clans ; des politiques de concessions aux affidés ; une faible diversification de leur structure économique ; la place des fonds étrangers, et une vaste corruption. C’est le cas du Cambodge et du Laos où les dépendances sont relayées au niveau local par la mise en œuvre des zones économiques spéciales. Ces dernières se multiplient sur la base de politiques de défiscalisation et de dérégulation du travail. Faute d’institutions publiques compétentes, faible est la diffusion de la croissance dans l’environnement des zones. Ce sont autant d’éléments qui permettent de construire la catégorie de capitalisme politique.
