Évolution économique de la filière bois. Une analyse par les milieux innovateurs

Abstract

[fre] La filière bois connaît un certain nombre de difficultés tant en France qu'en Suisse. Un certain nombre de tentatives de revitalisation ont été menées, la plupart sans succès. Dans cet article, nous avançons l'idée que cet échec est dû à un manque de compréhension du fonctionnement des systèmes de production territoriaux. En mobilisant le concept de milieu innovateur nous présentons les résultats d'une recherche menée dans l'Arc jurassien suisse et mettons en évidence l'existence de nombreuses barrières à la coopération entre acteurs locaux. Le grand nombre de petites entreprises, leur isolement dans l'espace, la multiplicité des entités politique et administrative qui interviennent dans cette filière, la segmentation des associations professionnelles ainsi que l'absence de lieux de rencontre et de discussion expliquent en grande partie la faiblesse de la dynamique innovatrice de cette filière. [eng] Economic evolution of wood industry . and forestry. an analysis in terms of innovative . milieus . Forestry and wood industry meet difficulties in countries like Switzerland and France. Several action have been undertaken in order to overcome them. We argue in this article that the failure of those policies is mainly due to a lack of understanding of the functionning of territorial production systems. Mobilizing the concept of innovative milieux, we present the result of a survey led in the swiss Jura region and put into evidence many barriers to cooperation between regional actors. The multiplicity of small firms, administrative bodies, professional associations, etc. and the absence of any discussion site is an explanation of the weakness of innovation dynamics in that region.
