Abstract

[eng] The reformed CAP and the industrial world. CAP reform has important implications for relations with countries outside the Commity. As a result of reform, the EC has found it possible to negociate new rules on agricultural trade in the Uruguay Round of GATT negotiations. The MacSharry compensation payments are sufficiently decoupled to fit into an "allowable" category of domestic policies, protected from challenge by trade partners. Tying compensation payments to hectares used, rather than output, should decrease yields. Breaking the link between farm output and income support brings the Community into line with a number of other countries. [fre] La réforme de la PAC a d'importantes conséquences pour les relations de l'UE avec les pays tiers. Une conséquence de cette réforme est la possibilité qui a été finalement trouvée de négocier au GATT de nouvelles règles agricoles. Les paiements compensatoires instaurés par la réforme de MacSharry II ont été jugés suffisamment "découplés" au niveau de la production européenne pour rentrer dans la "boîte verte" des pratiques autorisées par les partenaires du GATT. De plus, le lien des paiements compensatoires au nombre d'hectares de l'exploitation, et non à sa production, devrait conduire à une baisse des rendements. Finalement, la rupture du lien, qui existait dans l'ancienne PAC entre production et revenu, place WE en accord avec les autres grands pays exportateurs.
