Contraintes futures et avenir des régimes de retraite en France

Abstract

[fre] Les régimes de retraite que la France s'est choisie vont devoir faire face à des contraintes importantes dans le futur. Ces contraintes vont impliquer des changements tant dans les règles de liquidation des pensions que dans l'architecture future des régimes de retraites si on souhaite conserver leur viabilité aux systèmes d'assurance vieillesse tout en ne générant pas d'inéquités trop importantes. Cet article rappelle dans un premier temps ce que l'on peut connaître aujourd'hui des contraintes futures : démographie, mobilité sociale accrue, raccourcissement de la durée d'activité sur le cycle de vie (allongement de la durée des études et développement des départs précoces), contrainte systémique enfin associée aux régimes par répartition et qui impose de mutualiser le risque viager sur des populations étendues. Dans un second temps, le débat sur l'équité telle qu'elle est posée en matière de retraite est évoqué. Enfin, quelques orientations de réformes susceptibles d'apporter des réponses aux contraintes et aux questions d'équité sont esquissées. [eng] Future constraints and outlook of French pension schemes . Current pension shemes in France will have to face major constraints in the future. These constraints will imply changes both in pension cashing rules and in future schemes framework, if the retirement insurance system viability is to be preserved and a certain level of equity is to be granted. This article underlines first what we know today about future constraints : demography, increased social mobility, shrinking of active life compared to the life cycle (increase in both length of studies and early retirement). It also deals with the systemic constraint related to state retirement pensions which leads to spreading the life risk on a wider population base. Secondly, the debate on fairness as regards retirement matters is mentioned. Finally, some guidelines are given concerning changes likely to provide answers to constraints and fairness matters.
