A közszolgáltatások ösztönző szabályozása. Hálózatos szolgáltatások összekapcsolási díja

Abstract

A tanulmány a hálózatos szolgáltatások összekapcsolási díjának szabályozásával foglalkozik. A hálózatmegosztás és feltételeinek szabályozása a közszolgáltatások szabályozásának egyik legfontosabb problémája. Az összekapcsolási díj szabályozásának e cikkben bemutatott modellje az információs problémákból kiinduló ösztönző szabályozást vázol fel. Írásunkban bemutatjuk a hálózatmegosztással kapcsolatos vállalati döntések piaci modelljét, amelyre alapozva először a teljes információs esetben vizsgáljuk meg a szabályozás lehetőségeit. Ezután felvázoljuk a kontraszelekciós és morális kockázati problémát kezelő ösztönző szabályozást. Végül jóléti szempontból összehasonlítjuk a szabályozatlan piacra, az információs problémákat elhanyagoló költségalapú szabályozásra és az általunk bemutatott ösztönző szabályozásra vonatkozó eredményeket.
