Abstract

A szerző írásával olyan szemléletnek és a vele összhangba állítandó gyakorlatnak a kialakításához igyekszik hozzájárulni, amely a társadalom emberi potenciálját is gazdasági tényezőként kezeli. A jelenleg uralkodó felfogás a humán szférát mint politikai, ideológiai, kulturális, esetleg szociális megfontolások tárgyát veszi tekintetbe, gazdasági tényezőként pedig csak annyiban, amennyiben időről időre (például éppen a jelen időszakban is) megállapítja róla, hogy adminisztrálása eszközöket szív el a gazdasági szférától, és kalkulálja, hogyan lehetne ezt az elszívást csökkenteni. Az a szemlélet és gyakorlat, amely mellett a szerző érvel, az emberi potenciált mint erőforrást kezeli, amelynek előállítása, allokálása, karbantartása, exportjaimportja és hozama ugyanolyan reális gazdaságossági számításokat igényel és tesz lehetővé, mint az anyagi erőforrásoké.
