Abstract

Az Európai Unió közös agrárpolitikája (KAP) az elmúlt évtizedek során fokozatos átalakuláson ment keresztül. Jövőbeli hatékony működése érdekében elkerülhetetlen további reformlépések keresztülvitele, hiszen az EU környezeti és klímapolitikai stratégiai célkitűzései és a célok finanszírozásával összefüggő uniós és tagállami költségvetési szerepvállalás dilemmái komoly kihívásokat jelentenek a közös agrárpolitika hatékonyabb végrehajtása szempontjából. Az új célkitűzésekre történő megfelelő reagálás felveti az agrárpolitika valamilyen fokú renacio nali zá lá sára irányuló megfontolások alaposabb elemzésének szükségességét. A szerző a 2023-2027 közötti időszakra elfogadott új uniós szabályozási keretekben bekövetkező változások figyelembevételével elemzi a közös agrárpolitika előtt álló célkitűzések hatékonyabb megvalósításának és finanszírozásának hosszú távon megvalósítható lehetséges elvi irányait, kiemelten vizsgálva a társfinanszírozás kérdéskörét is.
