Az állam kockázatitőke-piaci részvételének átláthatósága Magyarországon
[Transparency of government participation in the Hungarian venture capital market]

Abstract

A cikk nyilvánosan hozzáférhető adatok alapján mutatja be a magyarországi állami kockázatitőke-programok volumenét és működési feltételeit. Ennek során különös figyelmet szentel annak, hogy az állam képes-e és akarja-e érvényesíteni az uniós előírások betartását az állami tőkét befektető alapkezelők és a portfóliócégek kiválasztásánál. Az uniós alapokból érkező források jelentősen növelték az állami kockázati tőke mennyiségét, ugyanakkor korlátozták annak térbeli és időbeli felhasználhatóságát. Ez nehezen volt összeegyeztethető a kockázatitőke-befektetések természetével és időigényével. A kockázati tőkét a finanszírozást kereső vállalkozásokhoz közvetítő alapkezelők mozgásterét az állami támogatások tiltását biztosító kiterjedt szabályrendszer is jelentősen szűkítette. A visszaélések felderítését azonban akadályozta, hogy a befektetők kiválasztásához kiírt pályázatok mindvégig, a nyertes alapok befektetései pedig a programok lezárultáig nem voltak megismerhetők. Mivel a kockázatitőke-finanszírozás természetéből adódóan rendkívül kockázatos tevékenység, végzése különösen igényli a szabályozás és a döntéshozatal átláthatóságát.* Journal of Economic Literature (JEL) kód: G23, G24, G28, M13.
