A jóléti rendszer jellemzői és reformjának lehetőségei
[Characteristic features of the welfare system and the possibilities of its reform]

Abstract

A Magyar-Nemzetközi Kék Szalag Bizottság keretében készült tanulmány fő megállapításait és javaslatait foglalja össze a cikk. A kiindulópont az, hogy 1. a piacgazdaságra való átmenet körülményei között szükség van szociális védőhálóra, amely az átmenet veszteseit a súlyos elszegényedéstől megvédi, 2. a szociális kiadások magasabbak annál, amit a magyar gazdaság jelenlegi feltételei mellett vállalni lehet, továbbá automatikus növekedési tendenciájuk van, 3. a szocialista rendszerből örökölt jóléti rendszer nem képes a szegények számára védőhálót biztosítani, továbbá a szociális kiadások jelentős részét a jobb módú rétegeknek juttatja, végül bizonyos területeken pazarlásra ösztönöz. Ezért a jelenlegi jóléti rendszer alapvető reformja szükséges. A tanulmány végigvizsgálja a jóléti rendszer egyes programjait, éspedig a nyugdíjrendszert, a családi támogatásokat, a táppénzt, a munkanélküli segélyt, a szociális segélyezést, az egészségügyi ellátást, az oktatást, a lakásprogramokat. A tanulmány szó szerint tartalmazza a Kék Szalag Bizottság által elfogadott ajánlásokat.
