Abstract

After a review of its forecasting record for the prior two decades, Southern California Edison Company became convinced that traditional forecasting methods were inadequate, and it adopted the techniques of scenario planning to develop its resource plan. Scenarios were created, their implications were evaluated, and strategic responses were developed.
