América Latina y las exportaciones de recursos naturales agrícolas

Abstract

La discusión sobre las estrategias de desarrollo en América Latina ha estado fuertemente influida por dos conceptos desarrollados en la literatura económica: (a) la hipótesis de que una buena dotación de recursos naturales puede tener un efecto negativo sobre el desarrollo o "la maldición de los recursos naturales'' y (b) la evidencia empírica que sugería que los términos de intercambio de la producción agrícola sufren un permanente deterioro. Una revisión de la literatura indica que la hipótesis sobre la "maldición de los recursos naturales" no se sostiene por si sola y que, por el contrario, con buenas políticas para la utilización del excedente económico los recursos naturales están asociados al desarrollo. Similarmente la evidencia empírica reciente y una evaluación sobre las condiciones estructurales de la agricultura mundial sugieren que el precio de los principales productos agrícolas se mantendrá a niveles altos asegurando términos de intercambio favorables para los países exportadores netos de alimentos. América Latina tiene una extraordinaria dotación de recursos naturales agrícolas. Para aprovecharla efectivamente es necesario definir nuevas estrategias de desarrollo y novedosas políticas comerciales que le permitan insertarse efectivamente en el comercio internacional y lograr una estructura productiva con mayor valor agregado. Finalmente, también es necesario políticas fiscales y sociales que distribuyan los beneficios y contribuyan al desarrollo de una estructura económica equilibrada.
