Indikatoren zur Neuabgrenzung der Förderregionen

Abstract

"In der Gemeinschaftsaufgabe "Verbesserung der regionalen Wirtschaftsstruktur" werden strukturschwache Regionen durch ein abgestuftes System von Investitionshilfen gefördert. Die Aufnahme bestimmter Regionen in das Fördergebiet wird anhand von Indikatoren zur Wirtschaftskraft und Arbeitsmarktsituation in Abständen von mehreren Jahren überprüft. Während die neuen Bundesländer zunächst zur Gänze als Fördergebiet ausgewiesen werden, mußte eine Neueinteilung und erhebliche Reduzierung der Förderregionen in den alten Bundesländern Anfang 1991 erfolgen. Die hierfür verwendeten Indikatoren messen das Einkommen, die Arbeitslosigkeit und die vorhandene Ausstattung mit Infrastruktur in den einzelnen Regionen. Ein weiterer Indikator dient der Abschätzung der künftigen Arbeitsmarktsituation. Der Aufsatz enthält eine Beschreibung der Indikatoren und eine Diskussion ihrer Bildung und Kombination. Außerdem wird ein kurzer Abriß des Ergebnisses der Neuabgrenzung gegeben. Die Indikatoren, auf deren Basis diese Entscheidung gefällt wurde, konnten z.T. vom IAB bereitgestellt werden. Sie werden auch für die regionale Steuerung der Arbeitsmarktpolitik verwendet und zur wirtschaftlichen Integration der neuen Bundesländer weiterentwickelt." (Autorenreferat)
