Kurzfristige Beschäftigungsfunktionen : ein Literaturüberblick

Abstract

"Mit dem folgenden Aufsatz soll ein Beitrag zur Verbesserung der kurzfristigen Vorausschätzung der Nachfrage nach Beschäftigten geleistet werden. Sofern gegenwärtig andernorts globale Beschäftigtenprognosen angestellt werden, geschieht dies in der Regel über die Vorausschätzung der Produktion und der Produktivität (Produktion je Beschäftigten). Auch die vom IAB in diesem Heft veröffentlichte disaggregierte Beschäftigtenprognose weicht - trotz einiger Verfeinerungen - von diesem methodischen Ansatz nicht entscheidend ab. Dabei hat es sich jedoch vor allem als schwierig erwiesen, die kurzfristigen Schwankungen der Produktivität im Konjunkturverlauf mit hinlänglicher Sicherheit vorauszuschätzen. Bei der Suche nach verlässlicheren Methoden zur Prognose der kurzfristigen Beschäftigtenentwicklung hat in den vergangenen Jahren u. a. ein ökonometrischer Ansatz Beachtung gefunden, der in die Literatur mit der Bezeichnung "Beschäftigungsfunktionen" eingegangen ist. Mit diesem Modell können die kurzfristigen Veränderungen der Produktivität in den einzelnen Wirtschaftsbereichen und Industriezweigen während des Konjunkturzyklus genauer analysiert werden. - Beschäftigungsfunktionen sind formalisierte Modelle, die die Beschäftigtenentwicklung in Abhängigkeit von der Produktion und einer Anzahl weiterer relevanter Variabler zeigen. Sind für einen zurückliegenden Zeitraum kurzfristige Beschäftigungsfunktionen für einzelne Industriebranchen oder Wirtschaftszweige aufgestellt und statistisch geschätzt worden, dann kann unter gewissen Vorraussetzungen die aus dem Modellzusammenhang resultierende Beschäftigtenentwicklung in diesen Sektoren fuer einen künftigen Zeitraum projiziert werden. Mit diesem Aufsatz ist beabsichtigt, zunächst einen Überblick über einige der vor allem in den angelsächsischen Ländern entwickelten Beschäftigungsfunktionen zu geben."
