Пересмотр Долгосрочных Трендов Развития Малого И Среднего Предпринимательства В России И Регионах В Постсоветский Период

Abstract

Традиционно тренды и закономерности развития сферы малого и среднего предпринимательства (МСП) в России оцениваются без учета изменения статистических критериев и методик, что может искажать анализ. В настоящей статье описаны и кратко объяснены долгосрочные тенденции развития сектора МСП за последние 20 лет в России, в том числе с учетом единой сквозной методики построения рядов данных. Установлено, что число субъектов МСП в последние годы в стране сокращается, но все еще превышает значения 2000-х годов благодаря усложнению структуры сектора, распространению различного рода франшиз и дроблению бизнеса для ухода от налогообложения. Фактическая занятость в секторе МСП без учета самозанятых сокращается многие годы. Негативные тренды связаны со снижением доходов населения и экономической активности, особенно в период пандемии. В последние годы растет число вынужденных предпринимателей, самозанятых, а соответственно, и вовлеченность населения в предпринимательскую деятельность. Производительность в секторе МСП ниже, чем в экономике в целом, и в последние несколько лет этот разрыв нарастал по мере уменьшения среднего размера субъекта МСП. Исследование выполнено в рамках государственного задания РАНХиГС в 2022 г.
