Riqualificare energeticamente la citt? oltre i premi volumetrici

Abstract

L?articolo, considerate le difficolt? incontrate dall?applicazione dei premi volumetrici messi in campo dalle amministrazioni pubbliche, intende riformulare il problema della riqualificazione energetica del patrimonio edilizio esistente applicando un approccio alla pianificazione basato sui diritti di propriet?, secondo la Property Rights Theory. L?articolo ripercorre la trattazione teorica in merito ai diritti edificatori come strumento di policy, discutendo le modalit? di regolazione e strutturazione del mercato, il mix di governance urbana e le condizioni necessarie per il funzionamento di un sistema che si ponga l?obiettivo di riqualificare la citt? costruita senza ricorrere a risorse pubbliche.
