Propuestas teóricas y prácticas sobre la congestión de tráfico urbano y su tarificación

Abstract

Urban traffic congestion is a very serious problem for 21st Century cities and one of the biggest transport negative externalities. From Economics perspective, it would be necessary an «optimal tariff» to internalize it. Although there is a theoretical consensus, few cities have implemented cordon tolls or area licenses to fight against congestion. This work emphasizes the importance of traffic congestion as a negative transport externality and offers a survey of the current literature about urban congestion charging used to reduce it.
