Orígenes macroeconómicos del comercio no registrado entre Colombia y Venezuela

Abstract

“Antes de la década de los setenta, los flujos comerciales entre Colombia y Venezuela eran reducidos, lo que se explicaba en parte por la similitud de las estructuras productivas en los dos países. Sin embargo, a principios de la década de los setenta se presentaron dos hechos de gran importancia que condujeron al fortalecimiento de las relaciones comerciales bilaterales. Por una parte, Venezuela se vio favorecida por el aumento de los precios internacionales del petróleo, lo que incrementó su ingreso externo en un 300% y la colocó en una posición cambiaría bastante holgada que se prolongó por cerca de una década. Durante este período de auge externo, la política de gasto en Venezuela estuvo encaminada principalmente hacia el fortalecimiento de industrias básicas como siderúrgica, aluminio, potencial hidroeléctrico, etc., que requerían grandes inversiones de capital. Como consecuencia, el sector productor de bienes de consumo se quedó rezagado con respecto al crecimiento del resto de la economía, con lo cual Venezuela se convirtió en un comprador muy importante de bienes de consumo producidos en Colombia, iniciándose así una época de auge comercial entre los dos países. Este trabajo analiza los factores que han influido en el surgimiento y evolución de este comercio ilegal entre Colombia y Venezuela, concentrándose en el período posterior a las medidas de ajuste adoptadas por el gobierno venezolano. Consta de cuatro secciones, la primera es la introducción. La segunda, presenta una descripción detallada de las políticas que han determinado el comportamiento del comercio no registrado en los últimos anos. En la tercera sección se efectúan una serie de ejercicios econométricos dirigidos a explicar la actividad comercial fronteriza. La cuarta sección sintetiza las conclusiones obtenidas a lo largo del trabajo.”
