Los Observatorios de Concejos Municipales en Colombia: Un reto para ejercer control social

Abstract

En este artículo se identifican las características, los factores y los retos que influyen en la consolidación de los Observatorios a Concejos Municipales (OCM), en el marco conceptual de las Comunidades de Práctica (CoP). Se encuentra que los OCM conservan relación con la concepción de CoP y que su labor ha sido provechosa, pero siguen enfrentando retos de carácter organizacional, económico, institucional y tecnológico. Así, la sostenibilidad y la consolidación se presentan como desafíos para estos observatorios. Se destaca, además, la reactivación de una Red de Observatorios como una estrategia que podría repercutir en el empoderamiento de los OCM frente a las corporaciones públicas y la sociedad en general.
