Entscheidungsprozesse im landwirtschaftlichen Pachtlandmarkt

Abstract

Pachtland ist ein zentraler Produktionsfaktor für die Schweizer Landwirtschaft. Allerdings ist der Markt, über den Pachtland ge-handelt wird, in verschiedener Hinsicht imperfekt. Zum einen ha-ben agrarpolitische Instrumente einen marktverzerrenden Einfluss. Zum anderen beeinflussen fehlende Anonymität und unvollständi-ge Information die Pachtlandallokation. In drei strukturell verschiedenen Regionen – Freiamt (AG), Fricktal (AG) und Prättigau (GR) wurden 859 Landwirte – also potentielle Pachtlandnachfrager – schriftlich befragt, um in Erfahrung zu brin-gen, welche Faktoren die Pachtlandallokation beeinflussen und wie die Pachtzinse gebildet werden. Es zeigte sich, dass bei der Vergabe von Pachtland die Pächter-Verpächter-Beziehung den grössten Einfluss auf den Handelsausgang hat. In den beiden Aar-gauer Regionen werden die Höchstpachtzinse mehrheitlich über-schritten. Neben der Qualität der Parzelle haben die regionale Knappheit von Pachtland und die betriebliche Tierdichte einen entscheidenden Einfluss auf die Pachtzinse. Zur ökonomisch effi-zienteren Allokation von Pachtland sollte eine Abschaffung der Höchstpachtzinsen in Zusammenhang mit flankierenden Mass-nahmen in Erwägung gezogen werden.
