Ungleichheit und Umverteilung in Deutschland: Trends und Handlungsoptionen

Abstract

Die Entwicklung der Einkommensungleichheit in Deutschland ist besser, als in der öffentlichen Debatte dargestellt. Berücksichtigt man Kompositionseffekte, zeigt sich, dass es für die Gesamtbevölkerung seit 2005 einen fallenden Trend gibt. Auch beim Thema Fairness schneidet Deutschland nicht schlecht ab. Gleichwohl besteht erheblicher Reformbedarf bei der hohen effektiven Grenzbelastung für Haushalte mit niedrigen Einkommen aufgrund des Transferentzugs im Sozialbereich. Aus Sicht der Chancengerechtigkeit sollte zudem die Förderung der Bildung im Kleinkindalter ausgeweitet werden.
