Regionale Armut: Auf die Perspektive kommt es an

Abstract

Im Jahr 2015 waren in Deutschland durchschnittlich 15,8 % der Bevölkerung armutsgefährdet. Aber nicht alle Regionen sind im gleichen Ausmaß betroffen. Bei der Identifikation besonders gefährdeter Regionen ist es entscheidend, ob nur das Einkommensniveau oder auch regionale Preisunterschiede berücksichtigt werden. Zudem ist auch die Wahl des Maßstabs bedeutsam: Ein starkes Ost-West-Gefälle mit höherer Armutsgefährdung in Ostdeutschland entsteht, wenn sich die Armutsgrenze am bundesweiten Einkommen orientiert. Verwendet man hingegen einen regionalen Bezugspunkt, schneidet der Osten im Gegensatz zum Westen deutlich besser ab. Diese Ergebnisse sollten auch mit Blick auf die aktuelle Diskussion um die „ Gleichwertigkeit von Lebensverhältnissen“ stärkere Berücksichtigung finden.
