Impact of the Intellectual Property Tax Regime on FDI in R&D Activities at the City Level

Abstract

This article investigates the impact of the introduction of the patent box/IP regime on foreign direct investment (FDI) inflows in R&D and related activities, including design, developing, and testing activities, using city level data. The data are based on approximately 1,200 cities in 80 countries. Results obtained by use of a difference‐in‐differences estimator show that the introduction of the patent/IP box regime in the Netherlands has led to increases in the FDI inflows in R&D and related activities in the subsequent three‐year period. For Spain and Belgium, no significant effects could be found. The results are robust when other important factors are accounted for (capital city, city population, quality of local university, presence of an airport, R&D tax incentives, protection of property rights, and PISA ratings in mathematics and science) and different measures of FDI inflows (number of FDI projects, capital flows, and number of jobs generated). 知识产权税制度对城市R&D活动所获外国直接投资的影响 本文应用城市范围内的数据, 调查了专利盒/知产制度的引进对流入R&D及相关活动(包括设计、开发和测试活动)的外国直接投资(FDI)产生的影响。数据基于80个国家中近1200个城市的情况。由双重差分估计量(difference‐in‐differences estimator)得出的调查结果发现, 荷兰地区引入专利/知产盒制度后的三年间, R&D及相关活动获得的FDI流入有所增加。西班牙和比利时则没有发现专利/知产盒制度所带来的任何显著效果。当把其他重要因素考虑在内时, 调查结果是成功的。重要因素包括:首都、城市人口、地方大学质量、是否有机场、R&D税收激励, 以及国际学生评估项目(PISA)在数学和科学上的评分)。 FDI流入的不同方式(FDI项目数量、资本流入和产生的职位数量)也被考虑在内。 Impacto del régimen del impuesto de propiedad intelectual en las actividades de inversión extranjera directa e investigación y desarrollo a nivel de ciudad Este documento investiga el impacto de la introducción del régimen patent box de propiedad intelectual en las actividades de investigación y desarrollo y sus actividades relacionadas, incluyendo el diseño, las actividades de desarrollo y evaluación, utilizando los datos a nivel de ciudad. Estos datos se basan en aproximadamente 1200 ciudades en 80 países. Los resultados obtenidos al usar un estimador de diferencias en diferencias muestran que la llegada del régimen patent box de propiedad intelectual en Países Bajos ha llevado a incrementos en inversión directa extranjera e investigación y desarrollo y sus actividades relacionas en un periodo de tres años. Para España y Bélgica no se pudo encontrar efectos significativos. Los resultados son robustos cuando otros factores importantes se toman en cuenta (ciudad capital, población de la ciudad, calidad de la universidad local, presencia de un aeropuerto, incentivos tributarios para la investigación y el desarrollo y calificación PISA en matemáticas y ciencia) y diferentes medidas de inversión directa extranjera (número de proyectos de inversión directa extranjera, flujos de capital y número de trabajos que se generan).
