Beschäftigungssicherung in den Betrieben während der Corona-Pandemie: Mehr als nur Kurzarbeit

Abstract

Der Beitrag untersucht empirisch auf der Basis der WSI-Betriebs- und Personalrätebefragung 2021, welche Maßnahmen die betrieblichen Akteure, Management und Betriebsräte, vereinbart haben, um bedrohte Beschäftigungsverhältnisse zu sichern und perspektivisch die Wettbewerbsfähigkeit zu steigern. Inhaltlich dominieren arbeitszeitverkürzende Maßnahmen, die Kurzarbeit ergänzen; monetäre Konzessionen spielen nur eine untergeordnete Rolle. Diese Maßnahmen beruhen auf dem Quid-pro-quo-Prinzip. Die Betriebe machen im Gegenzug Zusagen über Investitionen und mehrjährige Beschäftigungsgarantien. Das Zustandekommen dieser Maßnahmen wird wird, wie die multivariate Analyse zeigt, wesentlich beeinflusst von der wirtschaftlichen Lage, der Tarifbindung, aber auch von kooperativen Beziehungen zwischen den betrieblichen Akteuren. Es lässt sich zeigen, dass tarifliche Regelungen einen Gestaltungsrahmen für betriebspolitische Aktivitäten bieten, um sowohl kurzfristige konjunkturelle Krisenprobleme beschäftigungssichernd abzufedern als auch mittelfristige Standortsicherung durch Investitionszusagen zu ermöglichen.
