Vermögensaufbau für breite Schichten

Abstract

Trotz einer hohen Sparquote liegen die Deutschen bei der Vermögensbildung breiter Bevölkerungsschichten im internationalen Vergleich weit zurück. Dabei gewinnt die Vermögensbildung nicht nur vor dem Hintergrund einer in absehbarer Zeit immer weniger leistungsfähigen gesetzlichen Rentenversicherung für die individuelle Altersvorsorge an Bedeutung. Auch im Hinblick auf ein selbstbestimmtes Leben und soziale Stabilität spielt die private Vermögensbildung eine wichtige Rolle. Finanzielle Sicherheit schafft Resilienz in schwierigen Zeiten und Krisen und erhöht die Bereitschaft zu Selbständigkeit und Unternehmertum. Um die Vermögensbildung zu fördern, sollte der Staat einerseits die Steuerpolitik und andererseits die Alterssicherung in den Fokus nehmen. Im Hinblick auf die Steuerpolitik sollte insbesondere der Mittelstandsbauch bei der Einkommensteuer abgeflacht und die Grunderwerbsteuer abgeschafft werden. Bei der Alterssicherung sollte die kapitalgedeckte Altersvorsorge ausgebaut werden.
