Deutsche Verkehrspolitik: Von der Lenkung zum Markt. Lösungsansätze - Widersprüche - Akzeptanzprobleme
Abstract
Der europäische Binnenmarkt sowie die politischen und wirtschaftlichen Umwälzungen in Osteuropa und der ehemaligen Sowjetunion werden in den kommenden Jahren voraussichtlich einen entscheidenden Einfluß auf den Güter- und Personenverkehr in Europa haben. Das wiedervereinigte Deutschland ist davon, bedingt durch seine Lage in der Mitte des Kontinents, besonders betroffen. Erwartet wird ein kräftiger Anstieg der Verkehrsleistungen, insbesondere im expandierenden Nord-Süd- und Ost-West-Transit. Damit wird die Verkehrspolitik in Deutschland, die überdies noch an die Liberalisierung der Transportmärkte im gemeinsamen Binnenmarkt anzupassen ist, vor neue Herausforderungen gestellt. Im folgenden werden vor allem die Konsequenzen steigender Transportnachfrage für die deutsche Verkehrsinfrastruktur diskutiert [vgl. zu den nachstehenden Ausführungen auch Böhme und Laaser, 1992]. Von einem Überblick über die zu erwartenden Entwicklungen des Verkehrsaufkommens und der Verkehrsteilung ausgehend werden die Inhalte des "integrierten Gesamtverkehrskonzepts" der Bundesregierung umrissen, das System der Infrastrukturnutzungsabgaben kritisch geprüft sowie Vorschläge zu seiner Umgestaltung gemacht. Dabei werden auch die bei zunehmender Verkehrsdichte verschärften Umweltprobleme angesprochen. Eine Analyse der aktuellen politischen Situation sowie insbesondere der durch divergierende Partei- und Gruppeninteressen verursachten Aktzeptanz- und Konsistenzprobleme der deutschen Verkehrspolitik schließt sich an.
