Stellungnahme zur Wiedereinführung der Meisterpflicht im Handwerk

Abstract

Die Abschaffung der Meisterpflicht in einer Reihe von Gewerken im Zuge der Novellierung der Handwerksordnung von 2004 hatte eine Reihe ökonomischer Folgen, die für die Frage nach einer Wiedereinführung der Meisterpflicht relevant sind. Das Volkswirtschaftliche Institut für Mittelstand und Handwerk an der Universität Göttingen e.V. (ifh Göttingen) erläutert in dieser Stellungnahme für das Bundesministerium für Wirtschaft und Energie sowie für den Deutschen Bundestag die ökonomischen Effekte der Deregulierung und benennt Forschungslücken. Im Kern stehen sich dabei zwei Effekte gegenüber: positive Wirkungen des erleichterten Marktzugangs und negative Wirkungen auf den Humankapitalaufbau im Handwerkssektor. Da die Rolle der Humankapitalbildung für das nationale Innovationssystem höher zu gewichten ist, spricht sich dieses Gutachten abschließend für eine Wiedereinführung der Meisterpflicht im Handwerk aus.
