Abstract

Theoretische Überlegungen und bisherige empirische Untersuchungen sprechen dafür, daß Betriebsräte einen die Personalfluktuation reduzierenden Einfluß ausüben. Dieses Ergebnis wird unter Verwendung des NIFA-Panels für den Fertigungsbereich deutscher Maschinenbaubetriebe bestätigt. Erstmals werden auch die Effekte einer Neugründung oder Auflösung des Betriebsrats sowie unterschiedliche Betriebsratstypen berücksichtigt. Insbesondere ein Miteinander von Betriebsrat und Betriebsleitung senkt die Personalfluktuation, was folglich im gemeinsamen und nicht nur im Arbeitnehmerinteressen liegen muß. -- According to theoretical arguments and previous empirical studies, works councils reduce the personnel turnover. This result is confirmed by using data of the NIFA-Panel concerning the manufacturing sector in German mechanical engineering firms. The effects of new founded and closed works councils as well as different types of works councils are considered for the first time. In particular, cooperative relations between management and works council lower personnel turnover. Therefore, this lowering is in the common interest and not only in the interest of the employees alone.
