Abstract

El documento aborda la discusión de qué es el desarrollo, tanto desde una perspectiva conceptual e ideológica, como desde la experiencia histórica. Presenta diferentes teorías sobre cómo se produce y cuáles son los factores determinantes. Desde una perspectiva más actual, se discute la relación entre planificación, estrategia y la necesidad de estudios prospectivos. El trabajo también presenta un diagnóstico de la economía uruguaya y diversos enfoques prospectivos de la economía global. El documento es un insumo dentro de un proceso de construcción de una estrategia nacional de desarrollo impulsado desde la Oficina de Planeamiento y Presupuesto, Universidad de la República.
