La rilevanza economica del Terzo Settore: la situazione e l'impatto della riforma

Abstract

Il Terzo settore italiano ha raggiunto in poco tempo una dimensione economica e occupazionale e una rilevanza sociale di tutto rilievo, contribuendo allo sviluppo di una ampia gamma di servizi sociali e di interesse generale e a contrastare gli effetti occupazionali della crisi che ha interessato il paese a partire dal 2008. Questa è una delle ragioni che hanno indotto il Governo e il Parlamento ad avviare un processo di riconoscimento del settore e di revisione complessiva di una normativa scoordinata e non sempre coerente che si era andata sviluppando a partire dall’ultimo decennio del secolo scorso. Nel saggio, dopo aver individuato le ragioni che spiegano la crescita del settore, se ne ricostruisce la dimensione economica e si analizza se e in che misura la riforma ne ha colto le specificità ed è riuscita a porre le basi per un suo ulteriore rafforzamento.
